Introduction…

Qom Profile

“Qom province” is one of the central provinces of Iran. Its provincial center is the city of Qom. It was formed in 1996. Qom is situated in a barren and desert land but because of its religious position, it’s one of the most immigrant-attraction cities in Iran. It’s one of the few cities that the majority of its inhabitants have always been Shiite. Apart from the study into the root of the city’s name, the following titles have been known about it: “the city of science and ejtehad”, “Darol Mo’menin(the Believers House), “Darol Elm(the Science House), “Darol Movahhedin(the Monotheists House), “the nest for the descendants of Muhammad”, “the city of rise and blood”, “Madinatol Mo’menin(the Believers City) and so on.

It dates back to the pre-Islamic history; but many historians consider the city’s formation the first century of Hejrat (A.H). The city was conquered by the Islamic army in 23 A.H. Qom has been grown its prosperity since Asharis’ entry in 94 A.H. Hazrat Masoumeh’s shrine has been a safe place for the Shiite and a school for the scholars and the religious science thinkers since her entry into Qom and her martyr-like death. The highest position of teaching the sciences of Ahl Al-bayt has been formed in Qom since Ayatollah Hajj Sheikh Abdol Karim Haeri’s entry into Qom and the establishment and prosperity of Hozeh Elmieh in it. Now in addition to the enjoyment of the spiritual blessings of the shrine, Jamkaran Holy Mosque and the best religious Hozeh Elmieh of Shiite, the city is composed of four hundred shrines of the Imams’ descendants, tens mosques and historical buildings, more than five-hundred cultural works and over twenty-five universities and academies.

Qom is located at a distance of 140 kilometers from Tehran. It has 5 divisions, 10 districts and 363 villages. “Qom Campus of Tehran University” is the oldest center of Higher Education in Qom. At the present time, it’s as a connective bridge between University and Hozeh and responsible for creating the unity between the two spiritual-scientific areas. It’s noteworthy that the fortieth year of establishing Qom Campus has been celebrated during a series of programs that performed on February 2010. You’ll be more familiar with the university center in the following lines:

Name: Qom Campus of Tehran University (from December 2004 to …); the oldest center of Higher Education in Qom.

Previous name: Qom Higher Education Complex (from 1978 to December 2004).

Former name: Administrative and Judicial Affairs College (from February1970 to 1978).

Legal entity: a non-profit university (from the beginning to 1978).

At the present time: a public university affiliated with Tehran University.

The Campus: is an educational complex composed of at least three schools that are structurally the subsets of a main university and has the equipments of an independent university.

Qom Campus is one of the circular campuses of Tehran University and has three Schools of Law, Management, Jurisprudence and Philosophy and a virtual education unit. It named “Qom Higher Education Complex” up to December 2004 when Tehran University board of trustees promoted some of the circular units to the Campus; among them was “Qom Higher Education Complex” renamed “Qom Campus of Tehran University”.

Future prospect: creating other fields of Humanities and Applied Sciences and making an effort to achieve the intentions of the Supreme Leader based on Islamizing the universities.

Towards being internationalized the Campus: an independent unit has been established to achieve the purpose through the study on the relevant mechanisms.

 

Presidency Field

General duties: the presidency field of the Campus is responsible for making the general policy of the complex in the affairs of research, educational, administrative, supportive, student, cultural and so on.

The decisions of the presidency field are made by a number of councils and should be notified the Campus assistances to be executed. The Campus assistances notify the relevant units of executing the decisions. On the basis of Article 1 of the management regulations of Tehran University Campuses dated 16.3.2005, the main staff of the Campus composed of: Campus president and Campus council. At the present time, the decisions of the presidency field are made and executed by the managing board and the council of the Campus, administrative and financial council, educational council, cultural council, constructional council, research council and other meetings. On the basis of Article 6 of the regulations, the Campus council is the highest authority making policy in the affairs of educational, research and the executive methods.

 

The sub-units:

*Presidency Office: is responsible for coordinating the programs of the field.

*Public Relations: is responsible for making a relation between the intra-organization and inter-organization of each department.

*Legal Office: is responsible for pursuing the benefits of the complex through the legal centers and authorities and protecting them too.

*Security Office: works in the fields of documents protection, physical protection and personnel protection.

*Shahed and Isargar Office: is responsible for pursuing the educational, welfare, student and consultative problems for these persons.

Representative Office of the Supreme Leader: is responsible for making the policy of the religious and revolutionary massive programs and making preparations for the presence of more students in the religious and revolutionary affairs. With reference to the ascription of the office to the Supreme Leader, its role and performance will be clear more than ever. The office has been established at the Campus in 2004. Besides the management, the relevant centers and units are responsible for implementing the policies of the office. At the present time, the office consists of the following centers and board: The centers of Quran and Etrat(the Prophet’s family), Entezar(Waiting), Andishe-ye Javan(Youth Reflection), Hekmat-e Alavi(Alavi’s Philosophy) and the board of Mahdavian.

 

Some of its activities:

dispatching the students to Jamkaran Holy Mosque, Friday Prayer and Holy Shrine, visiting the martyrs’ families, holding the insight and knowledge meetings, managing the affairs of Imam Ali Mosque of the Campus, holding the annual etekaf, holding Komail prayer, dispatching the students to the ceremony of Nodbeh prayer, holding the communal prayers in the dormitories, holding the marriage ceremony for the students and the different religious and political programs.

Remember the Martyrs

Qom Campus has taken part in the Holy Defense of Iran with dedicating thirteen martyrs that two of them were from the Campus staff (Martyr Saffar Ali Gaieeni and Martyr Ahmad Dehghani Arani) and the others were from the Campus students. Their names have been inserted here with my most sincere respect to their great spirits:

1-Martyr Ali Delavari, 2-Martyr Abdollah Javid, 3-Martyr Muhammad Hassan Muhammadi, 4-Martyr Muhammad Bagher Nadem Shafiee, 5-Martyr Mojtaba Naqe, 6-Martyr Morteza Jalalian, 7-Martyr Muhammad Reza Zareian, 8-Martyr Mir Morteza Zamani Sani, 9-Martyr Movahhedi, 10-Martyr Mahdi Raghbati, 11-Martyr Morteza Shafiee.

To honor the loved ones for their sacrifices, Qom Campus has planned to construct a building named “Shohada-ye Pardis” next to Imam Ali Mosque of the Campus. Some studies about the project have been done and the initial actions are underway. At the present time, about thirty ones of the staff and the faculty members of the Campus are combatants, devotees and the released captives.

Campus presidents: eight persons of the professors have been as the presidents for the Complex since the beginning of its establishment to now:

*Dr. Muhammad Hossein Ziaiee Bigdeli: (1912-2010). He was the founder of Qom Campus of Tehran University. His education: seminary degree and allowed to ejtehad, Ph.D. in Philosophy. His presidency terms: from February 1970 to January 1976. He died on April 2010.

*Dr. Mazaher Mosaffa: was born in 1932. His education: Ph.D. in Persian Literature. His academic rank: as a Professor. His presidency terms: from February 1976 to 1978.

*Dr. Sayyed Muhammad Hashemi: was born in 1941. His education: Ph.D. in Law from Paris University (Pantheon-Sorbonne) in 1975. His academic rank: as a Professor. His presidency terms: from 1979 to 1981.

*Dr. Firuz Harirchi: was born in 1941. His education: Ph.D. in Arabic Language and Literature in 1975. His academic rank: as a Professor. His presidency terms: from 1981 to 1986.

*Hojjatol Islam val Moslemin Mojtaba Elahian: was born in 1949. His academic rank: as an Assistant Professor in Jurisprudence and Philosophy School. His presidency terms: from 1986 to 1998.

*Dr. Mohsen Rahami: was born in 1953. His education: Ph.D. in Criminal Law and Criminology. His academic rank: as an Associate Professor. His presidency terms: from June 1998 to 2005.

*Dr. Hassan Zareie Matin: was born in 1963. His education: Ph.D. in Human Resources Management and Organizational Behavior from Tarbiat Modarres University. His academic rank: as a Professor. His presidency terms: from 2005 to 2006.

*Dr. Reza Berenjkar: was born in 1963. His education: Ph.D. in West’s Philosophy from Tehran University. His academic rank: as an Associate Professor. His presidency terms: from March2007 to …. It’s noteworthy that Qom Campus (named Judicial and Administrative Affairs College at the time of its establishment) was being run by the board of trustees. The first chairman of the board of trustees was the late Zeinal Abedin Rahnama.
 

Educational and Graduate Studies Assistance

General Duties

According to Article 10 of the management regulations of Qom Campus of Tehran University approved 16.3.2005,the assistance is responsible for running all educational affairs supervising the correct implementation of educational regulations and managing the educational programs and policies and generally from registering the students until offering the courses, holding the classes, inviting the Professors, taking the exams, issuing the graduation certificates, establishing the promotion committees, making the policy of accepting the students etc.

The educational policies of the assistance are implemented by the sub-units and the relevant councils:

*Office of the educational and graduate studies assistance: is responsible for coordinating the programs in connection with the assistance.

*Some other parts of the educational and graduate studies assistance: Department for Educational Services and Graduate Studies-, Specialized Secretariat-, Evaluation and Planning Management-, Free Education Office- Department for Colleges Education-, Graduate Studies Council-, Educational Council-, Recruiting Committee-, Selected Committee-, Promotions Committee.

 

To separate the disciplines based on the academic courses

Bachelor of: Law, Public Management, Philosophy, Theology (Foundations of Law and Jurisprudence, Quranic Sciences and Hadith), Arabic Language and Literature.

Master of: Public Law, Private Law, Criminal Law and Criminology, Public Management (with trends in Human Resources, Evolution, Information Systems, Organization and Methods), Business Management (with trends in Evolution, Marketing and Finance), Executive Management (with trends in Marketing and Strategic), Foundations of Islamic Law and Jurisprudence, West’s Philosophy, Philosophy of Religion, Quranic Sciences and Hadith, Arabic Translation, Islamic Philosophy.

Doctorate of: Public Law, Private Law, Criminal Law and Criminology, Human Resources Management, Management of Public Policy Making, Corporate Behavior Management, Development and Adaptive Management, Quranic Sciences and Hadith, Theoretical Foundations of Islam, Islamic Foundations, Kalam-e Emamieh (the word related to an Imam).

The number of faculty members: 56 persons (4 Professors, 10 Associate Professors, 40 Assistant Professors and 2 Lecturers)

Law School consists of: 20 persons (1 Professor, 1 Associate Professor, 16 Assistant Professors, 2 Lecturers)

Management School consists of: 10 persons (2 Professors, 4 Associate Professors, 4 Assistant Professors)

Jurisprudence and Philosophy School consists of: 26 persons (1 Professor, 5 Associate Professors, 20 Assistant Professors)

 

Administrative and Financial Assistance

General Duties: According to Article 13 of the management regulations of Tehran University Campuses approved 16.3.2005, the assistance is responsible for making the policy of running the environmental, personnel, civil and constructional, welfare, financial and accounting affairs and offering the supportive services to all parts of the Campus. The policies of the assistance are implemented by the sub-units:

Office of the administrative and financial assistance: is responsible for coordinating the programs in connection with the assistance.

Unit of the administrative affairs: is responsible for planning in the fields of personnel, welfare and administrative, services, security, cooperative fund, insurance, retirement and transport.

Unit of the financial affairs: is responsible for pursuing the financial problems for the Campus, getting the credits, monitoring the expenses, collecting the funds, supervising the units for income and payroll, prints and credits preparations, checking the financial accounting of the students at the second turn etc.

Unit of the constructional and technical affairs: is responsible for pursuing the constructional problems and physical and constructional development. In line with the government’s policies, Qom Campus has entrusted the affairs of services, gardening, supportive, transport, self-service and so on to the private sector.

The number of the staff: 191 persons (40 official staff, 24 contractual staff and 127 others).

It’s noteworthy that Qom Campus now has the Staff Union Council that its major task is to tell the management about what the staff want and pursue their demands. It works according to the comments of the staff union council of Tehran University. The process of becoming a candidate and the elections of the council are on the relevant regulations.
 

Research and Technology Assistance

General Duties: According to Article 11 of the management regulations of Tehran Universities Campuses approved 16.3.2005, the assistance is responsible for making the policy in the research fields, adopting the research policies, establishing the scientific relations, publishing the research articles in the form of the research-scientific journals, holding the scientific seminars, planning for the scientific trips of the professors and the sabbaticals. The policies of the assistance are implemented by the number of units and councils.

Office of the research assistance: is responsible for relating and coordinating the programs in connection with the assistance.

Central Library: composed of 64000 books in (Persian, Arabic and Latin).

Reference Library: composed of 4000 titles. Archive: composed of 285 titles of the newspapers and magazines in (Persian, Arabic and Latin).

Informatics Center: the computer unit (PC Unit) was responsible for managing all affairs related to the computer services up to establishing the informatics center on March2002. The unit bought seven computers of PC-286 in 1992 and actually started to hold the classes for learning computer. The project for establishing the informatics center was raised by the managing board of the Campus and finally it was approved and opened on June 2002.

*The relevant units

*Kharazmi Site: composed of three parts (Male’s Site, Female’s Site and Ph.D.’s Site) and equipped with 65 computers.

*Wireless Internet Service: with setting up the wireless network of the Campus, the members can use the computers equipped with the network card, the mobile computers and the cell phones connected to Internet as mobile in the open environments and a part of close environments at the Campus. They can take services from the computers with the suitable wide-range band.

*Email Service: is especially for the students who have the M.A or Ph.D. To open the user account, the applicants must complete the registration form and deliver it to the Service Head.

*Service connecting to the Campus Network (Dialup): is especially for the doctorate students. To get the user account, they must take the form from the Campus Website and complete it and then deliver it to the Service Head.

*Specialized Database: composed of thousands journals, various articles and references as Full Text.

*Qom Campus Website: at http://qc.ut.ac.ir and composed of some information and various services connecting with the Campus.

Landscape of the center: the major pivots of landscape of the Informatics center composed of: equipping Kharazmi site with 80 new computers, increasing the amounts of time using Kharazmi site, implementing the plan for the allowance to buy Laptop, promoting the band width of the Campus Internet and connecting the newly built boy’s dormitory to the Campus Internet Network.

 

Scientific Journals: the journals of the educational centers are the criteria for knowledge and pivotal research of the universities. Qom Campus now has some reliable scientific-research and scientific-extensible journals as follows: Management of Corporate Culture, Private Law , Criminal Law and Criminology, Philosophy of Religion, Al-Loghah Al-Arabiya and Customs, Juridical Research, Land Preparation and the Iranian journal “Management of Studies”.

*International Relations Office: is responsible for creating the cross-border communication between the Campus and some other countries. Up to now in addition to coordinating with International Relations Department of Tehran University, the Campus has got some communications with the institutions and academic personages of some countries, including; Germany, Italy, Canada, Lebanon, Syria and some other countries and also held some international conferences. To use of the sabbaticals, the Professors took some scientific trips to some countries, including; India, England, Germany, Tajikistan, Syria and some other countries. In the process of being internationalized the Campus, the office has a basic role in creating the interaction between the Campus and the universities, higher education and research centers in some other countries.

Development Center: In order to create a connective bridge between industry and university, the center was founded on 6.6.2011 attended by the officials of Science and Technology Park of Tehran University. The main purpose of the center is to product wealth along the mission of the science and university. The faculty members of Qom Campus can negotiate with the industrial centers and companies through establishing the knowledge-based companies and also give reputation and direction to their productions through entering into a contract with them and increase profitability of the Campus. In addition to taking advantage of the credits from the universities by the industrial centers, trying to meet the financial needs of the academic units and making the profits of the academic centers are the basis of increasing profitability of the Campus. The center is now located in the research and technology assistance.

 

To be internationalized the Campus

Qom Campus of Tehran University can progress to be internationalized because of its special geographical location. That’s a point to be always acknowledged by the officials of Tehran University. The purpose of that is to present the real features of the humanities teachings in line with the religious teachings. Therefore, an independent unit has been established at the Campus in order to attract the foreign volunteers to study there. Making English site for the Campus, trying the Professors to learn foreign languages and so on are some of the activities to achieve the purpose.

 

Student and Cultural Assistance

General duties: According to Article 12 of the management regulations of Tehran University Campuses approved 16.3.2005, the assistance is responsible for making the policy in the fields of welfare, student, counseling, sport, dormitory and extra-educational programs. The duties of the assistance are done by the sub-units:

Office of the student and cultural assistance: is responsible for coordinating the programs in connection with the assistance.

Department of the student and cultural services: is responsible for implementing the policies of welfare, services, self, dormitories, loan, insurance, Bagher Al-Olum fund.

Center for the student health and counseling: is responsible for doing all counseling and treatment services for the students.

Physical Education Unit: is responsible for offering the theoretical and practical trainings in physical education, holding the sport competitions and running the sport halls. At the present time, the duties of the unit are done in two halls named “Shohada-ye Pardis” and “22 Bahman” and also in a sport field.

Office of the students Primitive Disciplinary Council: is responsible for investigating the possible violations of the students according to the relevant regulations. The most important duty of the office is to prevent the students from doing them.

Dormitories: Qom Campus has one dormitory for boys and two dormitories for girls.

Boys’ Dormitory

-Imam Ali Al-Naqi Dormitory: is 4683 square meters and has 4 floors and 107 rooms for 420 students. It’s noteworthy that it will be soon changed to an educational-administrative building.

-Boys’ Dormitory No.1 (Danesh): is 3350 square meters and has 4 floors and 64 rooms.(moving into there was done on Semtember2011). It’s notable that another boys’ dormitory is being built next to the dormitory. Girls’ Dormitory

-Hazrat Zahra Dormitory: is 1753 square meters and has 3 floors and 37 rooms for 200 students.

-Hazrat Masoumeh Dormitory: is 3750 square meters and has 3 floors and 66rooms for 307 students. Imam Ali Al-Naqi and Hazrat Masoumeh dormitories are located in the central site of the Campus. Hazrat Zahra dormitory has two circular buildings for using by the students.

Department of Extracurricular and Cultural Affairs: is responsible for planning to do the extracurricular activities, including; in the fields of cultural, literature and art and students Hajj. The activities are done by the central staff, cultural centers, students scientific association and the unit of periodicals. It’s composed of: The Staff Field of Cultural Affairs, Unit of Cultural Affairs Assistance, Audio and Visual Center, Archive, Secretariat and House of Tapes.

Students Scientific Associations: composed of the Scientific Associations of (Law, Management, Arabic Language and Literature, Philosophy, Jurisprudence and Law, Qoranic sciences and Hadith, Information Technology).

Art Cultural Centers: composed of the Centers for (Poem and Literature, Crescent, Film and Photo, Knowing Iran and Tourism, Students’ reflections, Abstract Arts and Theatre).

Students Periodicals Unit: are responsible for planning to get authorization for the periodicals after accomplishing all legal steps, such as; receiving the requests from the applicants, inquiring into the disciplinary and educational statuses of the applicants, sending the documents to Tehran University and announcing the results to the students. At the present time, thirty periodicals have the license for publication and over twenty periodicals have been reported working.

 

Students Associations

Islamic Students Association of Qom Campus of Tehran University, founded in 1984.

Islamic Students Association of Tehran University and Medical Sciences College at Qom Campus, founded in 2003.

The mission of each association is basically to do the political-religious activities. It’s composed of a number of students who form its general assembly and central council. The activities of each association are based on the relevant regulations.

Students Basij of Qom Campus: some activities are in connection with the students Basij such as; remembering the martyrs and Holy Defense, dispatching the students to the war zones in the form of Rahiyan-e Noor caravans etc.

Union Council: is responsible for pursuing the union demands of the students, including; the welfare, services, student and educational demands.

Academic Jihad of the Campus: is a branch of the academic jihad of Qom province. It is responsible for holding the scientific and research activities and educational workshops. Its mission is to make the connection between university and industry.

 

 

 

The request to establish
Qom College of Administrative and Judicial Affairs has not taken a long time to be established; although thinking about its development and progress of the preparations, including; offering the founder’s request lasted for some time. Dr. Muhammad Hossein Ziaiee Bigdeli delivered the letter No.12 dated 27.9.1970 to the Ministry of Science to establish the college of social studies in Qom. Twenty two days later, they agreed with his request conditionally. Not- requesting the promotion of the academic courses, changing the name and registering the statute were mentioned as the conditions of the final approval of the request at the letter No.12907 dated 19.10.1970 written by the Minister of Science and Higher Education.
Fee: Tuition
With reference to the letter No.29062/14731 dated 12.11.1970 written by the Minister of Science, the total sum of the fee in the college was 3$ in a year and half of it was for a semester.
The statute
The statute of each institute is expressive of its legal entity; because the purposes, the process, the quality of making decisions and managing, the organizations, the tasks and powers and other items concerning the respective institute as listed in it. The officials of Qom Administrative and Judicial Affairs College planned to compile the statute as the first of their actions. For this reason they compiled the statute consisting of five chapters, twenty five articles and nineteen notes. The statute was signed by the Minister of Science and the College President - Dr. Muhammad Hossein Ziaiee Bigdeli. According to Article 1 of the first chapter of the statute, the purpose of establishing the College is to meet the needs for the experienced manpower and help to promote the scientific and cultural power of the country, and Article 3 provided that the College must be private and Article 4 pointed to the founders of the College. Article 10 of the statute specified the main sections of the College consisting of the board of trustees, the college president and educational council. The tasks and powers of the board of trustees, the president and educational council were provided as detailed in order in Articles 15, 18, 20 of the statute. Article 21 of the statute pointed to the dissolution of the educational environment and Article 24 pointed to change the statute and provided that any change must be subject to the approval by the Expanding Council of Sciences Ministry and the notification by the Minister of Science.
To register the statute
The Minister of Science wrote a letter No.27740/13998 dated 3.11.1970 to the college president and requested that the official notification by the Ministry of Science for the next actions of the college required to register the college statute. After that, the college officials intended to register the statute. The General Register Office of Real Estate of the Ministry of Justice wrote a letter No.12441 dated 3.12.1970 and agreed on registering the statute. Therefore, the statute was registered in the office of non-commercial institutions of Real Estates Registration Office on 3.12.1970 and the statute became official from that time on. This matter and the date of 3.12.1970 were stated in Article 1 of the statute.
The special incentive
The late Dr. Muhammad Hossein Ziaiee Bigdeli pointed to his incentive for establishing the college in some of his interviews, saying “at the beginning of the Hoveida’ s government, the astray Bahaism group got a suitable opportunity to establish their like-minded cultural and academic centers; in addition, some ones who were of Dr. Shapuri’s opinion -the professor of Tehran University and the son-in-law of Lt. Gen. Ayadi- the special Bahai doctor of shah- intended to establish an university in Qom, then I decided to establish the college as an academic center in Qom and prevent to be established a center as an university to promote the Bahaism”. The other point is that the late Ziaiee Bigdeli knew that Imam Reza’s kindness was to expedite issuing a license for this college in spite of the influences of Dr. Shapuri and Ayadi on the Ministry of Science. The news about the establishment of the College
The news about the establishment of the Judicial and Administrative Affairs College in Qom was reflected in some of the country newspapers. With reference to the forty-third meeting of the Expanding Council, the Ettela’at newspaper printed the news of establishing the college on Sunday1.11.1970 and Monday2.11.1970. The Ayandegan newspaper printed the news on page No.11 dated 5.11.1970. On Monday 16.1.1971, it also printed that the college would be started in the late January.
To open the College
The whispers of establishing the Judicial and Administrative Affairs College were raised from the fall of 1970 and some necessary correspondence was carried out. The promptness of the correspondence on this matter was expressive of the officials’ efforts of that time to expedite issuing a license for the college. The newspapers printed the news about the establishment of the colleges in several parts of the country, including; Qom. The college statute was compiled and registered. The Judicial and Administrative Affairs College was formally opened in a leased building located in Istgah St. on Fabruary1971.
Other reflection
Ayandegan newspaper printed the news of the opening of the college showing a picture of the college entrance on Saturday16.1.1971. It was for the first place of Judicial and Administrative Affairs College, the current Campus of Qom. Address: next to the railway, Qom. The building is now the station of Shahid Esmaieel Sadeqi and the first place to form the army in the country.

To transfer the college to the current location: 1974
The building of Judicial and Administrative Affairs College was rental and being run with the private capital until June 1975. In 1972, there was a private area of twenty-eight thousand square meters- a part of the current area of Campus- for the late Ziaiee Bigdeli in the current place known as kilometer 5, 3 or 2of the old road between Qom and Tehran and six thousand square meters of the area were allocated to the educational and administrative place. The picking ceremony was held in the presence of the officials of that time in 1972 and the newspapers printed the news about it. The ceremony was held on 29.11.1972; but the college was transferred to the new building two years later. In fact, the first construction of the building has been done during1972 until 1974.
The first landscape
The College of Judicial and Administrative Affairs has been active in the leased building next to the railway station of Qom from 1970- the year of its establishment- to 1974. The picking ceremony was held in the current place of Campus on 29.11.1972 and two years later, the construction of the building was finished. The students were moved to the new place in1974. Basically during two years, the first construction of the building was finished in an area of twenty-eight thousand square meters and the square footage of about five hundred meters.
The first organization chart
The organization chart of each department is the summary of its statute. The first organization chart of the former Judicial and Administrative Affairs College (the current Campus of Qom) was drawn in 1971. As the time passes, the simple chart has been more developed because of the extension of the activities related to the College.
To be affiliated the College with Tehran University₍ but also non- profit₎
Qom Judicial and Administrative Affairs College was being run independently and non-profitably until the late October 1975. In the late October 1975, the Expanding Council of Sciences Ministry entrusted the tasks and powers of the college board of trustees to Tehran University. The reason of the change must be considered by the current government’s policy toward the academic centers. It was written in the first and second articles of the proceedings of the Sciences Ministry dated 23.2.1976.
To change Qom College of Judicial and Administrative Affairs to Qom Higher Education Complex ; and from private to public
The name and quality of the college had to be changed on the basis of the current government’s policies about the universities in the decade of fifty and also considering the second article of the letter No.12907dated 19.10.1970 written by the Minister of Science. For this purpose, the Judicial and Administrative Affairs College was being run non-profitably and known as ₍Qom College of Judicial and Administrative Affairs ₎ from the beginning of its establishment in the late January 1971 until September5, 1978. At that time, the Expanding Council of the Sciences Ministry changed the scientific environment from private to public and its name from Qom College of Judicial and Administrative Affairs to Qom Higher Education Complex. It was mentioned in the letter No.32/924 dated 15.11.1978 written by the advisor to the minister and the office head of the Expanding Council of Higher Education to the Deputy Ministry of Science and the Evaluation (Sanjesh) Organization Director.
To change the name of «Qom Higher Education Complex» to « Qom Campus of Tehran University»
Qom Higher Education Complex was the name of the academic complex until the late November 2004. At that time, on the basis of the decentralization policy, Tehran University board of trustees changed the name to Qom Campus of Tehran University. It was mentioned in the letter- No.18/51355 dated 6.1. 2005- written by the advisor to the president and the general director of the president’s office of Tehran University to the president of Qom Higher Education Complex.
To establish three schools
Qom Campus got composed of three schools due to the organizational change of Qom Higher Education Complex to Qom Campus of Tehran University and based on the regulations of Tehran University. It was filed in the letter No.1/13069 dated 8.6.2005 to the Campus.
The College Officials, Higher Education Complex, Qom Campus
Eight scientific personages were in charge of running the college from the beginning of its establishment until now and it was being directed by the board of trustees. The board of trustees held the first meeting on 26.10.1970 according to Note3of Article11 and sections (A and M) of Article15 of the statute and appointed Mr.Zeinal Abedin Rahnama as the chairman of the board of trustees and Mr. Muhammad Hossein Ziaiee Bigdeli as the president. The vice-chairman of the board of trustees and the treasurer were appointed at the meeting. Their membership in the college board of trustees was confirmed by the Ministry of Science in the letter No.28309/14611 dated 15.11.1970.Therefore, Qom Campus of Tehran University has included one person as the board of trustees chairman and eight persons as its presidents until now. Here, we first introduce the late Zeinal Abedin Rahnama as the chairman of the college board of trustees and after that we’ll introduce the college officials.

Zeinal Abedin Rahnama

The chairman of the college board of trustees: from 1970 to?
Zeinal Abedin Rahnama was the son of Sheikh Al-Iraqin, the Iranian famous clergyman and a resident of Iraq. He was born in Iraq in 1894. He studied the Islamic sciences. He came to Iran after fall of the dictatorship of Muhammad Ali shah. Then he started to write newspaper. In1920, he published the newspaper and then “Rahnama” magazine. The people did not show so interest in them. After sometime, he published “Iran” newspaper. His first last name was “Sheikh Al-Iraqin Zade” and then he selected “Rahnama” as his last name at the same time with publishing “Rahnama” newspaper and magazine. On the basis of the existing documents, Rahnama’s role in running the college should be considered as a formalistic one because no intense activity by him could be found in the correspondence, in the basic actions and in the changes of the college; in addition to that, many meetings of the college board of trustees were also held in charge of him in “Anjoman-e Qalam” building, yet the scientific personage of the late Rahnama had made special popularity for the college.
Dr. Muhammad Hossein Ziaiee Bigdeli (His presidency terms: 1970-1975)
The late Dr. Muhammad Hossein Ziaiee Bigdeli had the academic degree of being a professor. He was the founder and the first president of Qom Campus of Tehran University ₍the former Judicial and Administrative Affairs College₎. He was born in Qom in 1912. He first went to Feyziyeh School for studying. He learned Arabic from the late Hojjatol Islam Sheikh Ghasem known as Nahvi. He learned the first volume of Lom’e from the late Hojjatol Islam val Moslemin Hajj Mirza Abolfazl Zahedi and the second volume of it from Ayatollah Al-Ozma Marashi Najafi. He went to Tehran in 1937 and finished his B.S and PH.D in Philosophy. He taught at the law and theological colleges for some time. Dr. Bigdeli established the Judicial and Administrative College in 1970. He has written several books, including; -Ravanshenasi-ye Tahlili (Analytical Psychology ₍Persian-Arabic₎) -Mabani-ye Estenbat ya Osul-e Feqh (The principles of inference or Fiqh)

He died on March 2010 and was buried at Sheikhan graveyard.
Dr. Mazaher Mosaffa ₍his presidency terms: 1975-1978₎
Dr. Mazaher Mosaffa has the academic degree of being a professor. He was the second president of the Campus. He is the son of Esmaieel Mosaffa. He was born in Qom in 1932. He is from Tafresh. He finished his elementary education in Hakim Nezami School and continued his education in the field of Persian Language and Literature to get his PH.D from Tehran University. He was employed in the Education when he was continuing his education. He was the head of Qom Culture Office and also was the president of Qom Judicial College for some time. Dr. Sayyed Muhammad Hashemi ₍his presidency terms: 1979-1981₎
Dr. Sayyed Muhammad Hashemi has the academic degree of being a professor and was the third president of the Campus. He was born in Qom in 1941. He received a B.S in Law from Law College of Tehran University in 1968. He succeeded to get a M.S in Public Law from International Institute of Public Management in Paris, France in 1972. He also got his PH.D in Law from Paris University ₍Pantheon - Sorbonne₎ in France in 1975. He has many writings and articles. Dr. Firuz Harirchi ₍his presidency terms: 1981-1986₎
Dr. Firuz Harirchi has the academic degree of being a professor and was the fourth president of the Campus. He was born in Tabriz in 1941. He finished his secondary education in his hometown. He entered Tehran University to get a B.A in Persian Language and Literature. In1964, he succeeded to get it. He received his PH.D in Arabic Language and Literature from Tehran University in 1975. When he was studying for the doctorate, he started to teach Arabic Language and Literature at Humanities College of Tehran University. He was a lecturer of Arabic Language and Literature in 1969, an assistant professor in 1977 and an associate professor of the field in 1984. He has been a professor of the field from 1990. Hojjatol Islam val Moslemin Mojtaba Elahian

His presidency terms: 1986-1998
Hojjatol Islam val Moslemin Mojtaba Elahian has the academic degree of being an assistant professor and was born in Ramsar in 1949. He finished his primary education –the common lessons of that time until the sixth grade- then he moved to Astane-ye Ashrafiyeh and started to study the scientific and practical course under the supervision of his uncle known as Great Elahian. He undertook some different responsibilities during the period of after Islamic Revolution. Some of them consist of: -The head of Ramsar Education Office ,-The member of the Selection Committee of Human Resources of the Supreme Council of Cultural Revolution,- The member of the Selection Committee of Teachers and Students of Evaluation (Sanjesh) Organization. His writings consist of: -Nekah(Marriage) -Matajer(Jobs) -Osul-e Novin(New principles) - Akhlagh-e Eslami(Islamic ethics)

Dr. Mohsen Rahami ₍his presidency terms: 1998-2005₎
Dr. Mohsen Rahami has the academic degree of being an associate professor and was born in Khodabande, Zanjan. He studied a part of his primary education and learned the basics of the theological studies in his hometown. He moved to Qom with his family. He studied at Qom Saduq High School and received his diploma in math; at the same time, he studied the theological sciences. After being accepted at Tehran University, he went to Tehran and settled in Sheikh Abdolhossein Tehrani School. He started to study at Tehran University and also at the Communication College₍ the current Khaje Nasir College of Technical and Engineering₎. He succeeded to receive a B.S in Law from Tehran University. He continued to study at Tarbiat Modarres University and after that he succeeded to receive a M.S and then a PH.D in Criminal Law and Criminology. Dr. Hassan Zareiee Matin ₍ his presidency terms: 2005-2006₎
Dr. Hassan Zareiee Matin has the academic degree of being a professor and was born in Ardestan in 1963. After three years he moved to Qom with his parents. He was in Qom until he finished his secondary education in 1983. He studied his B.S in Industrial Management at Esfahan University from 1983 to 1987. After that he studied his M.S in Business Management at Tarbiat Modarres University from 1987 to 1990 and also his PH.D in Human Resources and Organizational Behavior from 1990 to 1995. His writings consist of: -Modiriyyat-e Manabe-e Ensani(Human Resources Management) -Mabani-ye Sazman va Modiriyyat(Principles of Organization and Management) -Mabani-ye Farhang-e Sazmani(Principles of Corporate Culture) -Modiriyyat-e Raftar-e Sazmani-ye Pishrafteh(Advanced Corporate Behavior Management) In addition to them, more than twenty articles written by him have been printed in the domestic and foreign journals.
Dr. Reza Berenjkar ₍ his presidency terms: 2009….₎
Dr. Reza Berenjkar has the academic degree of being an associate professor and was born in Astara-the border town-in 1963. He immediately moved to Rashht with his parents because they were educators and his father had some problems with his job. He spent the first nine years of his life in Rasht and then he came back his hometown again. He finished his junior high and secondary education in math. He got his diploma in 1981 and during a year that he was in Astara, he undertook some responsibilities such as; the deputy propaganda of Islamic Republic Party, the member of the Friday Prayer Staff, the member of Cultural Committee of Construction Organization. He defended his doctoral thesis in 2001. He joined the faculty of Campus in 2002. He started to teach at Qom Campus from 1996. He undertook some responsibilities at the Campus such as; the educational assistant of Jurisprudence and Philosophy School and the research assistant, too. He was first as the manager on 18.3.2007 and then he became as the president of the college. The disciplines
The disciplines of Qom Campus have had ups and downs from the beginning until now, because at first the college had a permit for establishing two disciplines of Judicial Affairs and Administrative Affairs at the level of associate degree and undertook not to request creating the bachelor course for five years.₍ It was explained in the letter No.12907 dated 18.11.1970 written by the Ministry of Science₎. The college officials had first planned to promote Diploma to Bachelor’s degree and pursued it after accepting the first round of the students. At the time of the opening of the college - the late January 1970 - the Deputy Minister of Science -Dr. Moghaddam- expressed hope that the courses for the students would be finished to the bachelor courses. The idea was fruitful and the Expanding Council of Sciences Ministry finally agreed on promoting the college fields to the Bachelor’s degree but under the title of (B.A in Administrative and Civil Services) in the 84th their meeting on 26.9.1972. After that the college students could graduate with associate degrees in Judicial Law and Administrative Sciences after training seventy courses and if they were accepted in their exclusive interviews and trained seventy other courses, they could receive the B.A in Administrative and Civil Services. Keyhan newspaper printed the news on 11.11.1972. It’s worth mentioning that the students should have studied for a joint semester to get the associate degrees in Judicial and Administrative Sciences and if they got the quorum for their average, they could continue to study to get the associate degree in one of two mentioned fields. Six disciplines were being taught in the undergraduate courses of Administrative and Civil Services as follows: -Administrative and Public Services; - Legal Services; - Registration Services;-Urban Management and Social welfare, - Customs and Financial Services, - Bank Services.
The trip of the president of Tehran University to the College
The protests and correspondence weren’t ineffective. The college officials tried to solve the problems. Dr. Hushang Nahavandi traveled to the college on 15.2.1976. In order to solve the problems, he promised the students training the judicial branches that the B.S in Law would be conferred on them after some necessary surveys. Ettela’at newspaper printed it on 17.1.1976 as follows: On the basis of that and after some years of the students ’efforts and protests, at that time they could finally take the B.S in Administrative Sciences after passing one hundred and forty courses of it and they could also take the B.S in Law after passing one hundred and forty courses in Judicial Sciences.

The agreement on creating the B.S in Administrative Sciences and also Judicial Law was required some surveys that conducted at Tehran University. After that, it was clear that the offered courses in Judicial Law and Administrative Sciences were identical with the offered courses at Tehran University; therefore, it was permitted to be conferred the B.S in Judicial Law and Administrative Sciences on the graduate students of the college.
The beginning of the graduate courses
The students were just graduating with the Bachelor’s degrees in Judicial Law and Public Management from the College from 1977 to 1994 when another disciplines were being established at the college. The beginning of the quantitative change in the fields of the Bachelor’s degree and the establishment of the Master’s degree were from 1994 onward. The Bachelor’s degree of Theology, Philosophy and Arabic Literature were added to the fields of Law and Management in 1994. At the present time, the Campus has five above- mentioned fields and six trends in the Bachelor’s degree.
The fields of the Master’s degree were started in 1994. Some fields were added to the fields of the Master’s degree at the Campus as follows: Criminal Law and Criminology in 1994, Private Law in 1995, Public Law and Public Management in 1996, Principles of Islamic Law and Jurisprudence in 2004, Arabic Translation, Philosophy and Executive Management in2005, Business Management, Quranic Sciences and Hadith and Philosophy of religion in 2008. The Ph.D.’s degree was created at the Campus in 2003. Some disciplines were added to the disciplines of Ph.D.’s degree at the Campus as follows: Criminal Law, Private Law, Public Law, Change Management, Organization and Methods Management in 2003; - Human Resources Management in 2004; - Public Management in 2005; - Business Management, Information Systems Management and Islamic Scholastic in 2009.
Educational Groups
According to the fields of Administrative Sciences and Judicial Law that have been taught at the college (Qom College-the current Campus) from the beginning, it’s natural to be formed the academic groups proportional to the courses at the college. The groups consist of: 1) The group of Criminal Sciences, with responsibility of Dr. Muhammad Baheri- the General Deputy Ministry Court , Tehran University Professor and Lecturer of Criminal Law. 2) The group of Administrative Sciences, with responsibility of Dr. Alireza Besharat- the Doctor of Administrative Sciences and Management and Lecturer of Administrative Sciences. 3) The group of Public Culture, with responsibility of Dr. Mahdi Keynia –the Doctor of Criminal Law and Tehran University Professor. 4) The group of Public Law, also with responsibility of Dr. Mahdi Keynia. 5) The group of Economics and Finance, with responsibility of Dr. Abbas Sedqi- the Doctor of Economics and Lecturer of Economics and Finance. 6) The group of Private and Islamic Law, with responsibility of Dr. Muhammad Ja’far Ja’fari Langarudi-the Doctor of Law and Tehran University Former Professor.
What was said is about the primary educational groups that have been formed at the Campus in the early years. At the present time, the Campus has different groups and departments.
To form the research assistance
Forming the research assistance was not considered at the Campus in the first two decades except being issued a decree No.64546 dated 2.10.1976 for Dr. Sayyed Hassan Sadat Naseri. The first time of the issued decree for introducing him was on October1976 but the period of his responsibility as a research and educational assistant didn’t last more than four months, and naturally any pre-eminent research works couldn’t be done at that time.
Until 1993…
The process of forming the research assistance and basically the pre-eminent research activity didn’t attract much attention until 1993; so that the president of Qom College- Hojjatol Islam Elahian- appointed Mr. Ali Mahdizade- one of the current members of the faculty of the Law School- as the research assistant. The research assistance was involved in enriching the library and changing its system, publishing a number of books and preparing for publishing the scientific magazines, including; the scientific magazine as “Legal Seminar” published on May 1997. It has been undoubtedly considered as an essential step in the next actions related to the magazines of the Campus. Some articles were published in the magazine, which written by the lecturers of Law; Dr. Mohagheq Damad, Dr. Abolghasem Gorji, Dr. Nejad Ali Almasi and Dr. Mokarrami. The magazine had a circulation of 1000. The magazine publisher of the Campus and the research assistance wrote its introduction. It didn’t have a manager, an editor chief or any editorial board.

With the reputable persons
University is a place where seems to be significant with the professors and students. The field directors are hardworking employees who are responsible for implementing it; however, according to the nature of university, some ones who have political and scientific reputations, attend the academic environments with special incentives. We here introduce those who were famous due to the time and came and went to the university college. Accordingly, we have seen the scientific, academic and political diverse characters at the college in different periods, but introducing some of them have been probably forgotten. It’s noteworthy that introducing the persons is expressive of the part of the Campus history.
Zeinal Abedin Rahnama: some matters have been mentioned about him in the part of introducing the officials and presidents of the university. Shahid Sayyed Hassan Ayat: He wrote a letter of request with reference to the mentioned notice in the press based on the recruitment of an assistant professor of sociology on 17.6.1971.

Engineer Abdollah Riyazi: He was as the president of Technical College of Tehran University, the representative of the Parliament and as the speaker of the Parliament from 21st until 24th rounds. He came to the Judicial and Administrative College in 1973.

Dr. Sayyed Hassan Sadat Naseri: He was as the research and educational assistant of the college in the last five months of 1976.

Dr. Hushang Nahavandi: He was as the president of Tehran University and came to the college when the judicial students were protesting their degrees.

Dr. Muhammad Baheri: He was a professor and as the General Deputy Ministry of Court. In addition to teaching Criminal Law, he was as the head of the group of Criminal Sciences. He picked the current building of Campus.

Tadayyon: He was as the Deputy Prime Minister and came to Qom for the opening of the college on February 1970.

Moghaddam: He was as the Deputy Ministry of Science and came to Qom for the opening of the college on February 1970.

Dr. Shademan: He was as the Governor of Arak and came to Qom to pickaxe the building of the college on December 1972. The Governors of Arak and Qom also attended the Campus. Some officials in the executive attended the Campus on several occasions, including; Dr. Mahmoud Ahmadinejad( during the period of the ninth presidential election campaign) on 22,12,2004 , Iran’s Majlis (parliament) Speaker- Dr. Larijani( before being elected as the Majlis Speaker and after that) , the Ministers of Science: Dr. Hashemi Golpaygani, Dr. Mostafa Moieen and Dr. Kamran Daneshju (in 2009), the former Speakers of Majlis , the late Allame Ja’fari, the late Allame Morteza Asghari, the late Ayatollah Marashi- the Deputy Judiciary-, Ayatollah Javadi Amoli, the late Ayatollah Fazel Lankarani, Ayatollah Mahfuzi, Ayatollah Yazdi, the late Ayatollah Ghazi, Hojjatol Islam Jamarani, Mr. Mohsen Rezaiee, Dr. Saffar Harandi, Hojjatol Islam Abutorabi, Hojjatol Islam Dorri Najaf Abadi and others. Some of the poets, literary men and artists also attended the Campus, including; Nader Naderpur(on December 1972), the late Aghasi( the poet of Ahl Al-Bayt), Muhammad Ali Mojahedi, Shams Ale Ahmad, Biabanaki, Reza Kiyanian. Ali Nasirian, Puran Derakhshandeh, Fereidun Sedigh Sharif,Akbar Abdi and others.

Farhat from Palestinian Parliament , Prof. Muhammad Laken Hawzn, Susan Rugerf and Natalie Dures (the German experts on Islam) , Dr. Tofigh Al-Huri (the president of Lebanese Al-Awzar University ), Dr. Aziz Islami(the vice-president of Algerian University), Dr. Ammar Mosaedi(the dean of the Islamic Sciences College of Algerian University).
Evolution of the Extracurricular Units
The extracurricular units have an important role in directing the leisure and creating a culture proportional to the university norms and community requirements. The importance of the extracurricular units becomes obvious in conducting the mission of the units considering the sensitivities of the academic environments and the students’ roles in the activities and administering the community. Before the revolution, there weren’t any units or groups being involved in political or union activities at the college.
Academic Jihad
The first extracurricular unit was founded at Qom Campus (called Qom Higher Education Complex) on October 1981.
Islamic Students Association of Qom Campus of Tehran University
Some of the students founded an association in 1984 that later it was called “Islamic Student Association of Qom Higher Education Complex” and it’s now called “Islamic Students Association of Qom Campus of Tehran University- 1984”.
Students Basij
It was formed at Qom Higher Education Complex in 1995. Its main activities have been focused on the political and cultural programs especially in the front area and war and the memory of the martyrs. The Masters Basij was formed at the Campus in 2001.
Extracurricular and Cultural Affairs Unit
It dates back to the year of 1995 and the time of the presidency of Hojjatol Islam Elahian over the complex. In that year, the necessity of forming the unit was felt to organize and coordinate the activities of students associations. Accordingly, the unit was formed as “The center for coordinating the activities of students associations” with the approval of the president of Qom Higher Education Complex. Since 2000 the unit has been renamed “The Extracurricular and Cultural Affairs Department” and after that, several cultural centers and scientific associations were formed.
Representative Office of the Supreme Leader
When the new structure of the Campus was being formed, the representative office of the Supreme Leader was established at the Campus attended by the officials of the representative office of the Supreme Leader of Tehran University on February14.2005. The first head of the office was Dr. Muhammad Rasul Ahangaran-one of the members of the faculty of the Jurisprudence and Philosophy School-.
Islamic Students Association of Tehran University and Medical Sciences College at Qom Campus in 2004
It was formed with a different approach from the Islamic students association of Qom Campus and attended by the officials of the Islamic students association of Tehran University and Medical Sciences College at the Campus on March2004. It started to operate in line with its plans at that time.
Union Council
Since 1997, it has been formed informally to pursue the legitimate demands of the students in the administrative, welfare and educational affairs and later it continued to work on the basis of the relevant regulations in the form of the instructions of Tehran University.
Always the Eternal
Qom Campus has taken part in the Holy Defense of Iran with dedicating thirteen martyrs that two of them were from the Campus staff (martyr Saffar Ali Gaieeni and martyr Ahmad Dehghani) and the others were from the Campus students.
Their names have been inserted here with my most sincere respect to their great spirits: Martyr Ali Delavari, Martyr Mahdi Raghbati, Martyr Muhammad Reza Zareian, Martyr Morteza Jalalian, Martyr Abdollah Javid, Martyr Movahhedi, Martyr Mir Morteza Zamani Sani, Martyr Muhammad Bagher Nadem Shafiee, Martyr Ahmad Dehghani, Martyr Saffar Ali Gaieeni, Martyr Muhammad Hassan Muhammadi, Martyr Morteza Shafiee, Martyr Mojtaba Naghe.

The most important events of the College, Higher Education Complex, Qom Campus from 1970 until now:
In the fall of 1970:
to request Dr. Muhammad Hossein Ziaiee Bigdeli from the Ministry of Science to establish the Judicial and Administrative Affairs College. -To plan to establish the colleges in five parts of the country, including; the Judicial and Administrative Affairs College in Qom. -to write and to register the statute of the Judicial and Administrative Affairs College included: 5 chapters, 25 articles and 19 notes. - To agree the Expanding Council of Sciences Ministry in principles on establishing the Judicial and Administrative Affairs College in Qom. - to hold the first meeting of the college board of trustees and to choose Zeinal Abedin Rahnama as the chairman of the board of trustees and Dr. Muhammad Hossein Ziaiee Bigdeli as the president of the college.

On December 1970: to register the college in the Real Estate Registration Office.

On October 1970: to open Qom Judicial and Administrative Affairs College in (the leased building) on Istgah St.

On November 1970: to be approved the first student fees (about 3$ in a year and 1.5$ in a semester).

On December 1972: to pick the building in the current place of Campus attended by the authorities of Markazi Province, the governor of Qom and the officials of the country.

On November 1972: to promote the Associate degree to the B.A in Administrative Affairs.
In 1974: to exploit the first building of the Campus (under the current title of Dr. Ziaiee Bigdeli Building).

On March 1976: to appoint Dr. Mazaher Mosaffa as the college president.

On November 1975: to be affiliated the college with Tehran University.

On March 1977: to be dissolved the field of Civil Services. Instead, being approved the field of Judicial Law.

On November 1977: to promote the Associate degree to the B.A in Judicial Law.

On September 1978: to change the status of the college from private to public.

- to change the title of Judicial and Administrative Affairs College to Higher Education Complex.

In 1979: to appoint Dr. Sayyed Muhammad Hashemi as the president of Qom Higher Education Complex.

In 1981: to appoint Dr. Firuz Harrirchi as the president of Qom Higher Education Complex, -to form the Academic Jihad at Qom Higher Education Complex.

In 1984: to form the Islamic Students Association of Qom Higher Education Complex.

In 1986: to appoint Hojjatol Islam val Moslemin Elahian as the president of Qom Higher Education Complex.

In 1988: to form the Shahed and Isargar Office.

In 1989: to establish the Public Relations, to open the Central Facilities System, to open Imam Ali Al-Naqi Boys’ Dormitory.

In 1991: to exploit Imam Ali Al-Naqi Dormitory, - to establish the Security.

In 1994: to promote its majors from two to five majors in the B.A degree and to create the Master’s degree.

In 1995: to establish the Cultural Affairs Unit, - to form the Students Basij.

In 1997: to open the Law School. In 1998: to appoint Dr. Mohsen Rahami as the president of Qom Higher Education Complex.

In 1999: to open the Self-Service. In 2000: to establish the Constructional and Technical Office.

In 2002: to open the main entrance, -to open the Campus halls and the research assistance building and the central library, -to establish the Informatics Center.

In 2003: to open the central building, -to open the Health and Counseling Center, to open 22 Bahman Gym, -to form the Islamic Students Association of Tehran University and Medical Sciences College.

In 2004: to establish the Representative Office of the Supreme Leader, -to create the Doctorate degree, -to change the name of Qom Higher Education Complex to Qom Campus of Tehran University, - to establish the Legal Office.

In 2005: to be approved three Schools of Jurisprudence and Philosophy, Law and Management, -to exploit the football field, -to form the Disciplinary Council, -to open Imam Ali Mosque, -to appoint Dr. Hassan Zareiee Matin as the president of the Campus.

In 2006: to open Hazrate Masoumeh Girls’ Dormitory, -to appoint Dr. Reza Berenjkar as the president of the Campus.

In 2007: to be approved the twenty-year development and comprehensive plan of the Campus at Tehran University and the Ministry of Science.

In 2008: to open the E-learning Center, -to creat the majors of Philosophy and Business Management electronically, -to be assigned the Campus land No.2 with an area of 17 hectares, -to open the sport complex named “Shohada-ye Pardis”.

In 2009: to open the new part of Kharazmi Hall, -to open Shahid Motahari Hall.
